With Aqua’s MD working closely with the Duchy of Cornwall, the development is sensitive to the rural setting while addressing local housing demand.  Aqua Construction is working with the Employer’s Agent, Bespoke Construction Consultants, to ensure high design quality, sustainability, cost certainty and effective risk management during the build process.

The homes will incorporate low‑carbon design principles, biodiversity enhancements and imaginative public space design, with layouts that support walkability, green infrastructure and long‑term environmental resilience. The project reflects a collaborative approach to delivering high‑quality, sustainable housing for the St Weonards community.

The project will commence in April 2026 with a 60-week build programme.

Rooftop Housing Group has completed the redevelopment of 1-4 Sweden Lane with the support of grant funding from Homes England. It previously housed four prefabricated bungalows imported from Sweden after the Second World War. These homes were part of a national effort to tackle Britain’s post-war housing shortage.

The site has now been redeveloped to provide eight new affordable homes – four for Social Rent and four for Shared Ownership – comprising of six two-bedroom houses and two two-bedroom bungalows designed to meet local housing need.

Built by Aqua Construction, the homes feature air source heat pumps for heating and hot water, and solar photovoltaic (PV) panels to reduce energy use and carbon emissions. Seven of the homes achieved the highest EPC energy Rating of A, with the remaining home achieving a high B. The new homes also take inspiration from the site’s original heritage with a timber-frame design, delivering modern, efficient and comfortable homes for local people.

Local residents welcome the redevelopment as a positive step toward meeting local housing demand and supporting the next generation of Beckford residents.

All eight properties at the Sweden Lane site near Beckford, Tewkesbury, have now been completed after a 10-month program. This marks a significant milestone in the project developed in partnership with the Rooftop Housing Group.

The development was specifically designed to provide homes for shared ownership and social rent, meeting the needs of the local community. Rooftop Housing Group played a central role in delivering this initiative, ensuring that the properties are accessible and affordable.

Site Redevelopment

The project involved the demolition of four existing Swedish-style timber frame prefabricated bungalows. This cleared the way for the construction of eight modern houses, each featuring two or three bedrooms and contemporary design elements.

A strong emphasis was placed on sustainability throughout the build. The new homes are constructed using highly insulated timber-framed structures, which promote energy efficiency. In addition, the properties are equipped with solar panels and air source heat pumps, further reducing their environmental impact and supporting sustainable living.

The previous developer abandoned the site leaving a number of partially completed properties, works to be undertaken include completion of the external brick envelopes, windows / doors, roof structure, coverings and PV solar panels.

The internal programme of works includes plumbing and electrical installations, dry lining / plastering, fitting of kitchens and bathrooms and decoration.

External works include the completion of the children’s play area, soft landscaping, stormwater attenuation pond, driveways and estate road.

The development is scheduled for completion in March 2026.

This marks the second successful collaboration between the Evesham-based housing association (Rooftop) and Aqua in the area, following the redevelopment of Bishops Drive, known as Pember Close. The latest Crown Close project regenerates a 1960s housing and garages site originally built for local Smith Industries workers into a new neighbourhood, to now offer 10 apartments and 18 houses in a mix of one-, two- and three-bedroom homes for social rent and shared ownership.

Renamed Eversfield Close, the development was carefully designed to meet the needs of the local community and provides energy-efficient, affordable housing for the future. All homes are EPC A-rated and equipped with solar photovoltaics (PV) panels, energy-efficient heating systems, and EV charging points. Aqua partnered with architects, the Space Studio (Birmingham) on the project.

Mark Ramdehal, head of development at Rooftop Housing Group, said: “The development is about more than bricks and mortar – it’s about reinvestment in a community. Eversfield Close brings good-quality, sustainable homes to Bishop’s Cleeve, helping local people stay near family, schools and work. With sustainability in mind, the roof tiles, concrete, brick and blockwork arising from the demolition works was crushed, recycled and re-used on site to form temporary road surfaces and hard standings around the site.

Eversfield Close features a contemporary modern design, in keeping with the first Rooftop development, and blends a traditional build featuring facing brickwork and saw-tooth pitched roofs to reflect the former character of the area, finished with standing seam metal roofs. The houses boast larger than usual living areas for modern living.

Retained trees have been combined with new specimen trees and shrubs to create appealing landscaping that includes a communal seating area. A sustainable permeable paving drainage system has been incorporated into the parking and public pathways for rainwater run-off.

The development was made possible thanks to grant funding from Homes England and Tewkesbury Borough Council.

On Monday, colleagues and friends from Aqua Construction, Gloucester City Homes, Gloucester City Council and other partners met at Hewmar House to take a look at the fantastic transformation ahead of the first wave of referred residents coming on board, now that the GCH Homeless team is in place.

In partnership with Gloucester City Homes, Aqua Construction was asked to source a building that was capable of conversion into a dwelling to support homeless young people at risk of rough sleeping and staff. With help from the team at Ash Chartered Surveyors, Aqua secured the vacant, virtually derelict Hewmar House, just off London Road, in Gloucester.A former office building, Gloucester City Council assisted with determining the change of use planning application to repurpose Hewmar House into an 8-bedroom supported housing development for young people.

Working closely with Quattro Architects and Gloucester Building Control on the technical details of the works, the redevelopment has created homes and opportunities for young, homeless people.

Hewmar House will accommodate eight young people aged 18-25, providing a nurturing environment to help them transition from crisis to stability. The service will focus on empowering these young people to gain independence by offering tailored support plans that address their unique needs.

Following investment from Homes England, and in partnership with Gloucester City Council, Gloucester City Homes secured £1.34 million in funding from the Single Homeless Accommodation Programme (SHAP).
The conversion from a virtually derelict property, unoccupied for over five years, presented a sorry state. Water ingress through the roof, internal rotting and damage to the structures, settlement, and the absence of damp courses contributed to extensive wet and dry rot throughout. Much of the property and land was covered in ivy.

Aqua Construction started on site in late March 2024 with site clearance, a stripping of the interior of the building and removal of the roof structure and covering.

Works that followed involved underpinning the external walls plus structural repairs, new roof structure and a slated roof, new external wall insulation and render. The extensive internal fit-out involved double-glazed windows, new gas central heating, rewiring with fire protection, solar panels, metal stud drylining plasterwork, and decoration throughout. The redesign included a communal kitchen and lounge area, with staff office and accommodation on the ground floor and on the first floor 8 ensuite bedrooms.

Externally the car park was partially resurfaced, the outside area levelled, patio and lawns created, and the boundary brick walls repaired around the garden with a repurposed secure cycle shed.

The building was completed on schedule and budget in November 2024 and handed over to the Housing Association in December.

Natalie Thelwell, director of Housing Operations at GCH said: “We are very excited about our new supported housing scheme for young people in Gloucester, which is a first for GCH. Our dedicated specialist support workers will provide one-to-one support, offering a lifeline to vulnerable young people at risk of homelessness. We will be welcoming in our first customers soon to provide not only accommodation but also essential life skills, mental health support, and pathways to education, training, and employment.”

Gloucester City Council worked closely with GCH to secure the £1.34 million from the government’s Single Homeless Accommodation Programme (SHAP) to address gaps in specialised supported accommodation for those at risk of sleeping rough and with complex needs.

Councillor Luke Shervey, Cabinet member for Housing at Gloucester City Council, said: “We’re delighted to see this project now open and able to provide much-needed support to local young people who sometimes can fall through the gaps. Homelessness is a tragedy at any age, particularly for young people, so they must get this tailored help early on so they can get their lives back on track and look forward to a better future.

A former office building, Gloucester City Council assisted with determining the change of use planning application to repurpose Hewmar House into an 8-bedroom supported housing development for young people.

Working closely with Quattro Architects and Gloucester Building Control on the technical detail of the works, the conversion will create homes and opportunities for young, homeless people.

With investment from Homes England, and in partnership with Gloucester City Council, Gloucester City Homes secured £1.34 million funding from the Single Homeless Accommodation Programme (SHAP).

The conversion works include structural repairs, re-roofing, external wall insulation and render, new heating, electric, solar panels, new plasterwork, and decoration throughout and the forming of a communal kitchen, communal lounge, staff office and 8 bedrooms with shower rooms.

Work commenced 4 weeks ago to clear the site and in parallel carry out a soft stripping of the interior of the building. Scaffold has just been erected with the stripping of the roof due to commence shortly. Thanks to a helpful neighbour to allow scaffold to be erected on their property to undertake some of the works.

In support of the project, Richard Graham, MP for Gloucester, said: “GCH has a strong proven track record of delivery of high-quality homes in Gloucester and successfully manage several cohort-specific schemes. They hold an important partnership with the local authority, providing properties and support to tackle homelessness, and this already includes schemes to support homeless young people and rough sleepers.”
